Reservation structure
Reservation and related actions

Personal military records – records of conscripts, military conscripts, and reservists kept in the company

e-VOD – from 06/18/2024 – An electronic military registration document that contains all the necessary data from the Unified State Register of Conscripts, Military Obligees and Reservists and is valid only with a QR code and cannot be used without it (clause 8-1 of Order No. 559)

Conscript – a person aged 17 to 25 who has a registration certificate with a specific status in the Reserve+. Persons of this age may also have the status of a conscript if they are serving or studying at a university with a military department.

Excluded from military registration – not subject to military service. Permanent status (lifelong)

Removed from military registration – temporary status (reason for removal – departure to another area, due to health reasons, going abroad for more than three months, etc.). After a certain period of time, the person must register for military service

OBERIG – Unified State Register of Conscripts, Military Enlisted Persons and Reservists. Extract from Rezerv+ - electronic display of information from OBERIG

Special military registration – are subject to military service, booked by central and local executive bodies, other state bodies, local self-government bodies, enterprises, institutions and organizations for the period of mobilization and for wartime

Questions and answers
about employee bookings

1. Who can book?

According to the new rules approved by the Cabinet of Ministers of Ukraine dated 05.06.2024 No. 650, taking into account the amendments made by the Cabinet of Ministers of Ukraine dated 01.10.2024 No. 1125, persons liable for military service are subject to reservation who:

  • are citizens of Ukraine
  • are in an employment relationship with an employer at their main place of work or part-time;
  • are on military registration in the Central Military District (except for the occupied territory);
  • are on personal military registration¹ in the company
  • have current military registration documents – e-VOD² in PDF format with a QR code and/or a current paper VoD.
  • have clarified their data on being on military registration (according to Resolutions of the Cabinet of Ministers of Ukraine No. 1125)

2. Who can NOT be booked?

  • Persons who have the status of a conscript³
  • Excluded from military registration⁴
  • Men 60+ (except for senior officers – 65+)
  • Women
  • Have a deferral according to Article 23 of the Law of Ukraine “On Mobilization Preparation and Mobilization” (training, father of three or more minor children, etc.)
  • Persons whose data is not in the OBERIG⁵ register (displayed as Reserve+)
  • Mobilized
  • Did not specify their data regarding their stay on military registration
  • Violated the Rules of Military Registration (note in Reserve+)
  • Are wanted

3. What documents are needed to analyze the possibility of booking through the DIYA portal?

The analysis of documents is based on the available military registration documents, an extract from Reserve+, data in the PFU and DIYA:

  • Current military registration documents – e-military registration documents in PDF format with a QR code and/or current paper military registration documents.
  • Passport of a citizen of Ukraine, TIN and registration certificate

4. If an error is detected in Reserve+ regarding discrepancies in passport data, TIN and other personal data

The employee shall eliminate these discrepancies independently.

In accordance with clause 4 of Order No. 559, in case of inconsistency of the information specified in the conscript’s certificate, temporary certificate of a person liable for military service, military card with the information contained in the Unified State Register of Conscripts, Persons liable for military service and reservists, a citizen of Ukraine, in order to make the appropriate changes:

in paper form – must apply to the CCC and the SP at the place of stay on military registration;

in electronic form – must use the means of the electronic cabinet of a conscript, person liable for military service, reservist to apply to the CCC and the SP at the place of stay on military registration.

Changes are made within five working days from the date of registration of the application.

5. How is the quota of 50% of military-enlisted employees calculated for the project?

Quota of the number of military personnel for a specific project by analyzing military service records and comparing them with data on the DIYA and PFU portals.

For example:

A company has 100 men, 10 of whom are excluded from military service, 10 have a deferment and 5 are reserved for other companies.

6. Which category of employees constitutes the quota?

  • Men liable for military service who are on military registration
  • Men liable for military service who are on the company’s personal military registration
  • Men liable for military service — employees at their main place of work
  • Men liable for military service — part-time employees
  • Have a deferment for other reasons (according to Article 23 of the Law of Ukraine “On Mobilization Preparation and Mobilization”)
  • Mobilized after 18.05.2024

7. Which category of employees does NOT make up the quota?

  • Persons with conscript status
  • Excluded from military registration
  • Mobilized before 18.05.2024

  • Men liable for military service who have a booking at another enterprise starting from 01.04.2025 (CMU Resolution No. 360 of 28.03.2025)

8. Preparing employee booking lists

  • After checking the documents of employees of a certain project, a report is compiled in the form of a table.
  • This file is sent to project managers, which can be sent to the Customer at his request.
  • Reserving an employee is carried out only with his consent, so there is a column in the table for surveying employees.
  • The Customer determines which employees to submit for booking.
  • After approving the list, booking is carried out within the established quota.

9. How long does it take to process a booking request in DIYA?

Currently, the processing of the application takes from 72 hours.

The next application is submitted only after the previous one is completed (the system does not skip it)

10. What is the deadline for booking employees through DIYA?

Currently, the deadline for granting a reservation deferral is 12/26/2025

11. Notification of the Customer about the booking result

Upon receipt of the results, this information is sent to the project manager, who forwards it to the Customer or in another way within the framework of agreed communication

    What reports must an individual entrepreneur submit?

    Reporting of individual entrepreneurs group 3 in 2024 includes several mandatory reports that the entrepreneur must submit to the tax service. One of the main reports is the tax return of individual entrepreneurs group 3 in 2024, which must be submitted quarterly. In addition, a single social contribution report (SSC) must be submitted once a year.

    These are the main, but not the only reports that an entrepreneur must submit. Depending on the specifics of his activities, there are a number of additional reports that must be submitted monthly or quarterly. These include:

    • Report on the Unified State Register – submitted if there are employees.
    • Form No. 1DF – submitted if there are employees or purchases of goods/services were made from other entrepreneurs.
    • Other reports related to the activities of the entrepreneur, for example, land tax report and others.

    Since there is no concept of “expenses” in the simplified taxation system, all funds received into the business account of the individual entrepreneur are considered income for an individual entrepreneur of group 3.

    On which platform should I submit the report?

    You can submit a report for free through the “Diya” application or through the “Electronic Taxpayer’s Account” from the tax office.

    Can I submit a report through Diya?

    You can submit quarterly reports for free through the Diya portal, but we still recommend checking whether the report has been accepted by the tax office. You can check this through the “Taxpayer’s Electronic Account” in the “Reporting Entry” or “Reporting View” sections.
